using JIRA for issue tracking

Hi team:

Please go to the following JIRA page and register
yourself, so we can start using this issue tracking
system.

As the first example, I have created an issue there
and would like to assign it to Wei Wang (the issue
of missing javac in the Docker container).

Please let me know if you need any help.
