[math] Create 4.0 branch

Hi,

afaik, we did not yet agree whether trunk should be the 4.0 branch or
stay at 3.5, but I think it would be good to create a branch so that we
can start working on the open issues.

Some new features / fixes might need to go into both branches. I would
volunteer to maintain the 3.5 branch and backport stuff if nobody else
is interested in doing it.

Right.  Luc indicated it does not make much difference which is
"master" so I would say go ahead and make 4.0 that.

Me too.  I agree 3.5 makes sense as next version in that line.
