Major compactions seem to block bulk ingest.  During a long running compaction with a table that frequently receives bulk ingest, the bulk ingests seem to hang until the compaction completes or is killed.

The compactions and the bulk ingest(s) do show up in the IN_PROGESS fate transactions.
