The repository for 3.0rc1 on ibiblio doesn't seem to be complete. The pom for the packing (artifactId: xmlrpc) seems to be missing.
In fact the directory doesn't exist at all - which it does for 3.0b1.
Also, version 3.0rc1 doesn't exist as a version in Jira so I left this as unspecified. Feel free to change it.
