[I] [BUG] ERROR: "url application is empty" in Tag Router during directory tests [dubbo-go]

   ### 📝 Bug 描述

   When running registry/directory related tests, there are many ERROR logs appearing from Tag Router's Notify method when the invoker URL lacks the application parameter. The error occurs in cluster/router/tag/router.go:82.

   ### 🔄 重现步骤

   1. Run the test
   ```shell
   go test ./registry/directory/... -v
   ```
   2. Observe the ERROR output
   ```
   === RUN   TestSubscribe
   2025-09-12 12:11:37     ERROR   tag/router.go:82        url application is empty
   2025-09-12 12:11:37     ERROR   tag/router.go:82        url application is empty
   2025-09-12 12:11:37     ERROR   tag/router.go:82        url application is empty
   ```

   ### ✅ 预期行为

   1. Tag Router should gracefully handle missing application parameter
   2. Should log WARN level instead of ERROR level when application is empty
   3. Tests should run cleanly without error noise in logs
   4. Tag Router functionality should degrade gracefully (still work but without tag routing)

   ### ❌ 实际行为

   1. Tag Router logs ERROR level when application parameter is missing
   2. Tests pass but with many ERROR logs polluting the output
   3. Log level suggests a critical error when it's actually just a missing optional parameter
   4. Tag Router correctly degrades functionality but logs it as an error

   ### 💡 可能的解决方案

   Add the `application` parameter in tests to ensure Tag Router works properly.
   Change the log level from ERROR to WARN, as this warning should now rarely occur with the `application` parameter present.
