Created the plugin and added basic functionality.

Currently, List Groups and Group Members and the following actions are available:
i) Create group.
ii) Delete group.
iii) Remove group member from group.
iv) Create new group.

I intend to add more into the webconsole and thus I am leaving the issue open.
