When starting from a clean install of Brooklyn (no catalog.xml, minimal brooklyn.properties), the first visit to the Brooklyn console will pop up the 'create application' dialog. Without a catalog this is basically an empty white box! For a first-time user unfamiliar with Brooklyn, this behaviour is unhelpful and does not suggest to a user a natural course of action to take.

Possible solutions:
- if the catalog is empty, display an appropriate message instead and suggest that the user use the YAML tab instead
- don't pop up the 'create application' dialog by default
