ECO Now Supports Heron API

Based on community feedback we have enabled Heron's ECO to deploy
topologies that contain spouts and bolts from either the the Heron API or
the Storm API. Since adding compatibility with the Heron API, ECO can now
support deploying stateful topologies into a Heron cluster. This is the
first set of new features since the introduction of ECO. Big shout out to
Karthik Ramasamy for helping get it done (and by helping, I mean doing most
of the work).

It hopefully should be available in the next release with a fresh set of
documentation for anyone to try out!
