Description:
The download goal of the plugin plug-in fails if you have multiple remote repositories in ${maven.repo.remote} and the plugin you're looking for is not found in the first repository.
The problem is caused because HttpUtils.getFile(...) throws a FileNotFound exception if the file you are trying to get is not found. plugin:download does not catch this exception so the exception floats up and kills the build.
