Can Admin create a vm for the user?

Hi,All
     I've seen DeployVirtualMachine API has a pair of parameter accountid
and domainid,
So I want to know whether Admin can create a new vm or not?

Yes - The admin will need to pass the account name(read as account param in the command) and domain id (read as domanid param in the command) of the user account along with other params in the deployVirtualMachine api. This flexibility is available for a number of other CS api's. However it might not be exposed in the CS UI.

Vm's are always created for an account not for a user. 
So pass the user's account name in "account" and domain id in "domainid".
