[I] Show dag run note in UI [airflow]

Veldhoen opened a new issue, #52516:

   ### Description
   
   It's possible to add a note to a dag run and task instances. But it's not apparent from the UI (in Airflow 3) that there is a note.
   - In the grid view, there would be a small icon on top of the dag/task bloc in Airflow 2
   - Moreover, in the dag runs tab, it would be very helpful to be able to see the (partial) content of the note
   
   ### Use case/motivation
   
   I often go over failed dag runs to rety them. However, some dag runs fail for a good reason, making it useless to retry them. I tend to annotate those dag runs with a note. It's quite usefull to see what runs were annotated (and why), so that I can see from the list of dag runs or from the grid view which ones I already examined.

   Actually the same problem was also appearing in my view and therefore for the UI in Airflow 3.1 therefore I made the change in https://github.com/apache/airflow/pull/51764 which created a bit of debate about how layout might look to display a note. As discussion is ongoing and not all were happy it is reverted at the moment in https://github.com/apache/airflow/pull/53635
   
   If you have a good idea for the layout, ideas are welcome.

   Great to know people are already working on this! I support the idea of making notes more prominent, although they shouldn't take up the entire view of course. I'm not sure I can add anything useful to the discussion about the design. 
   
   My second suggestion aims at the dag runs table, which I don't think has been mentioned elsewhere. I think it would be nice to have an extra column in the table with the (cropped) note. You might even filter/sort by (un)availability of a note. Like here:

   I have a new job at a different company where we don't use Airflow, so I'm no longer committed to this issue. I still think it makes sense to add this feature though :)
