When using a Moto G, it was discovered that the Camera is no longer writing to the file using the FilesProvider.  It seems that there is a READ_ONLY filesystem error on the shared FS, even though it's a shared FS.  It's very likely that we have to tell users who want to support 4.4.x to not upgrade to the new Camera plugin, since it doesn't work on Kitkat and lower.

Thought: What's the point of a compatibility library that's not compatible with KitKat and lower?
