> When a processor goes through it's init phase, it receives the state of the current cluster node through `ProcessorInitializationContext`.  Both Processors and ControllerServices are supported by the OnPrimaryNodeStateChange annotation. But Controller Services do not receive the initial node state through init, so are only able to receive updates, and have no initial information about cluster state.
