portlet with customized control

Hi,
i would like to link a portlet to a control i created.
This portlet must look the same in all PSML, so
adding <control name="MyPortletControl"/> to my
portlet declaration in all PSML is not a good idea.

I have been told that it is possible to associate a
control to a portlet specifing
        <parameter name="_control"
value="MyPortletControl"/> when declaring the portlet
in the registry. Is it the correct way? ( this method
doesn't work for me).

Another question: how can i make a css file visible
to portlet skins?
