Ruby Bindings for Subversion?

I was checking out the bsSvnBrowser, and it requires "Subversion Ruby
Bindings". In the Windows install subsection at

the text is

Currently, there are no subversion ruby bindings compiled for Windows.

What does that mean? What does it take? I'm not sure I understand what
is/not happening there.

It means just what it says.  Nobody has figured out how to get the
Ruby bindings to build on windows machines.  If you've got the time
and the inclination we'd love to have someone look at it, but so far
there hasn't been anyone who understands both the Ruby bindings and
the Windows build system who has been motivated to get it working.
