Follow jacc spec implications more closely when stringigying HTTPMethodSpec

The jacc spec doesn't look very clear to me on how a "all http methods" web permission is supposed to be represented, as both "" and "!" mean "all http methods", but the tck leans towards the former.  Unless we decide to challenge the tck we should save a character and output "" as the string representation.
