Our current Kubernetes build dependency is quite old (1.20.x). However, given that compiling against 1.24 or later prevents running on 1.23 or earlier, we should build against 1.23.x. This will allow us to maintain support for running on 1.21 and later clusters, while also supporting newer scheduler features.
