I solved the problem by deleting my $HOME/.m2/plugin-registry.xml which had the 2.1.1-SNAPSHOT of the clean plugin listed inside
I guess this file was introduced in the revision I mentioned before.
Still I think maven should not download the plugin files from the snapshot repo listed as <repository>, and fail early

If I add apache snapshot repository to pluginRepositories it works, but maven shouldn't check <repository> for plugins
