ASF Board report automation

Hi list,

as there is a lot of manual work needed for our ASF board reports I
started to automate the process of counting posts on the mailing lists
[1]. I hope that it gets some usage from other ASF projects as we all
have to do the same task every quarter.

There are still some things left to automate, but it is a good start.
