I created a VM whose root disk uses zone-wide primary storage.

I then created a data disk from a disk offering whose storage tag is associated only with the primary storage of a specific cluster (the cluster the VM is running in).

When I go to attach the data disk to the VM, the cluster-scope storage pool allocator fails to select the primary storage I need.
