Releases that have been approved by the PMC will be placed in dist/release/tomcat and therefore made available from www.a.o/dist/tomcat
RCs, snapshots etc will use dist/dev/tomcat and shouldn't be available via the mirrors or copied to the archive. Please could you clarify the URL at which dist/dev/tomcat will be published?
Yes, your commit will have bounced since your aren't subscribed to the dev list. The dev list is configured to allow commit message from all Tomcat committers so that is not an issue going forwards.
I'll hopefully do the import this afternoon and let you know when it is complete.

Initial check-in of release/tomcat is complete.
Accessing dev/tomcat from dist.a.o is perfect.
Regarding commit emails, the version of ezmlm in use doe snot permit wildcard allow lists and the Tomcat community does not wish to change the mailing list config, nor add another mailing list. Therefore, it looks like adding access controls to the tomcat release tree is the way to go.

LDAP is probably the better way to go but i suspect an authz file is quicker. If it simplifies things, I can manage changes necessary to the authz file since I have all the necessary karma.
