jakarta-taglibs infrastructure changes

Due to limited disk space on daedalus, the jakarta-taglibs nightly builds are now
located on icarus (cvs.apache.org).  This change only affected the nightly build
script which I maintain.

I have also switched the jakarta-taglib releases to reside at:

http://www.apache.org/dist/jakarta/taglibs/

so that they can be mirrored.

http://jakarta.apache.org/builds/jakarta-taglibs/releases/ now redirects
to the above location.

With the commits I made this change should be fairly seamless, but it will
take a day or two for the mirrors to pick up the distributions.

The documentation on how to do a jakarta-taglibs release has been updated
and will show up tomorrow at:

http://jakarta.apache.org/taglibs/addtaglib.html
