Review comment:
       In RFC 9007, MDN/send has defined:
   ```
    Request object MUST contain the capabilities "urn:ietf:params:jmap:mdn" and "urn:ietf:params:jmap:mail";
   ```
   so, I think MDN/parse has same capabilities
