use="literal"???

What is the significance of
<input>
         <soap:body use="literal" />
</input>
in wsdl file ?
what is the significance of literal encoding in soap.
Why is there no mention of  "literal" encoding in the soap 
specification?

The SOAP spec makes no mention of WSDL itself.  Check the WSDL spec:
http://www.w3.org/TR/wsdl.html.
