Is this configurable at a site level

When you're logged in and check out your cart - there's a checkbox that 
reads "Always view cart after adding an item" - that allows the user to 
configure this property.  Is there a property that I'm missing that 
would instruct the purchase process to always take the user there when 
they purchase something - and then the user can override it if they like?
