Right now the website has a couple of places to find "release notes":

* In the main menu under the "Apache HBase Project" heading, but it's just a link to open issues in jira (which is like the opposite of release notes)
* On the downloads page, but it's inconsistently unrendered markdown or a link to jira release notes

We should consolidate and provide HTML formatted notes.
