 At the moment, it appears that a ticket will be owned by the owner of the
 component it is assigned to. I am not sure that this is quite appropriate
 as there seems to be potential value in a user being identified as the
 owner of the component but not automatically receiving the tickets.

 Can we instead have the ticket default to 'nobody' but perhaps provide
 component owners with a views of such unassigned tickets in their
 components almost as if they are theirs?
