You should have gotten the folling warning:

  Name "XML::Xerces::XercesDOMParser::Val_Always" used only once:
  possible typo at /tmp/test.pl line 10. 

The variable should be in the 'AbstractDOMParser' class:

  $parser->setValidationScheme($XML::Xerces::AbstractDOMParser::Val_Always);

This should work much better.
