Issue 49599 - Author encoding issue

Hi,

I have added two possible patches to ticket 49599, to deal with an issue on the author not getting stored properly when it contains non-latin (non ISO-8859-1) characters.

Two approaches suggested:
 - add logic to work out if we have non-latin characters, since the issue is not just affecting double-byte characters
 - set the field_5_hasMultibyte variable to be true and always write out unicode characters, unless there is a usage scenario this could break.

Could anyone provide some feed back please?
