SA Individual points setting

When you set the points for SA can it be specific to a persons email
account or is it globally only? Meaning in the local.cf file I put in the
points, but what if someone wanted the points to be higher or lower?

local.cf is for global changes.  ~/.spamassassin/user_prefs is for
per-user changes.  (assuming you leave the default setup)
