RAT reports

I have created RAT reports for the source and binary distributions. For
each, there is the full, unedited report, as well as a shortened and
commented one. I plan to make these available when I call for the
incubator vote. Please check them out and let me know if you find any
issues.

I'm not aware of any, at this point.

I guess the only one that is not ours to give away is "Moby Dick", and
that's in the public domain and so doesn't need special mention, I
think. Let's see what the Incubator PMC has to say. Do we have other
text files that are not of IBM origin and thus covered by the software
grant?

The text sample files which carry no license info: Do we need to say
somewhere else (perhaps in the NOTICES file) that the following text
data files are licensed under <insert name of license>? The ones from
IBM we donated as part of the software grant, so we licensed these to
ASF under the same license we licensed all the other sources.

Oops, that must be my linguistics background. Linguists say that the
stuff that's missing in an eliptic construction has been elided. I
didn't know this wasn't part of regular, everyday English ;-)

Excellent, thanks for doing this. My only comment is I didn't know
what the word "elided" meant. ;) I do not recall ever seeing it
before. But I looked it up, and you are using it correctly. But
"omitted" might be in more people's vocabularies. :)
