   This PR implements [FLINK-40193](https://issues.apache.org/jira/browse/FLINK-40193) by adding `DataFrame.join_lateral`.
   
   ## Brief change log
   
   - Add `join_lateral(table_function_call, *, on=None, ignore_empty=True)` for DataFrame UDTF calls and aliased Table API expressions.
   - Add API documentation and examples.
   - Extend UDTF tests with planning validation and execution coverage.
   
   ## Verifying this change
   
   This change added tests and can be verified as follows:
   
   - Passed all 57 tests in `pyflink.dataframe.tests.test_udtf` and 8 targeted Table API regression tests.
   - Passed flake8, mypy for the changed source files, and `git diff --check`.
   
   ## Does this pull request potentially affect one of the following parts:
   
   - Dependencies (does it add or upgrade a dependency): no
   - The public API, i.e., is any changed class annotated with `@Public(Evolving)`: yes
   - The serializers: no
   - The runtime per-record code paths (performance sensitive): no
