Unfortunately the {{<Configuration packages="..."}} _packages_ attribute does not work correctly in log4j-2.0-rc2 and log4j-2.0.
(See LOG4J2-741).

As a work-around, you can build your custom plugin with Maven. When you build with Maven, a meta-data file is created during the build and included in your jar. Log4j will use this meta-data file to find your plugin.
