Moving 2.3 to 3.0 URL structure

I am migrating a site from 2.3 to 3.0. The customer wants all old 
bookmarks and links from other sites to still work but the URL structure 
in 3.0 is different from that of 2.3.

In 2.3 the URL looks like this

http://myhost/index?service=page&context=donations

in 3.0 it looks like this
index?service=page/donations

When trying to access a bookmark made from the 2.3 URL I get an error 
that says
"Service page requires exactly one service parameter"

I assume I'll have to edit the PageService class but just wondering what 
exactly I need to do.
