Here is my outline:

Index.html
 - Suggest flat directory structure (index.html, cql.html, gettingstarted.html, etc)
 - Update generate-cql-html in build.xml to build everything

Getting Started
 - Installation (Can follow Wiki reasonably closely)
 - Cqlsh

Data Modeling     / CQL
 - Existing doc is good, just including for completeness

Operating Cassandra (can follow wiki but update as appropriate, e.g. we can assume vnodes by default now)
 - ReplicationStrategy
 - Adding and removing nodes
 - Repair
 - Compaction
   + Size Tiered
   + Leveled
   + TimeWindow 
   - Leave out soon-to-be-deprecated DateTiered
 - Tombstones and gcgs
