Would it be possible to mark Fix Versions field in the Apache Beam JIRA mandatory, when any issue is resolved or closed?

This could be very useful process-wise for generating release notes and similar reports, as well as tracking progress against a release.

Separately, is it possible to enable editing of closed issues very temporarily (e.g., a few hours). I'd like to do a bulk edit to versioning fields of old/closed issues? As soon as this is done, we should revert back.
