Xerces and Xalan Overlap !!!????

Can anyone shed some light on why Xerces and Xalan both have versions 
of the javax.xml.parses package and it's content s (as well as other 
packages)..

I thought the functionality was split between Xerces (Parser project) 
and Xalan (Transformation project)

This is really confusing and can be quite annoying when importing 
source code/class files into the likes of VisualAge ?
