MYNEWT-277: add commands that need to be supported for data length extension. This also fixes a bug in the code regarding fragmentation of frames. Prior code was not fragmenting frames correctly

> The controller was saying it supported data length extension but there were commands that were not supported. We now support the commands except for one caveat: the controller does not honor the Set Data Length Command. It accepts it and should respond properly, but the controller simply ignores the values sent. This is allowed by the specification. At some point in the future we will implement this but for now I will leave it un-implemented
