MYNEWT-277: add commands that need to be supported for data length extension. This also fixes a bug in the code regarding fragmentation of frames. Prior code was not fragmenting frames correctly

We now support the commands except for one caveat: the controller does not honor the Set Data Length Command. It accepts it and should respond properly, but the controller simply ignores the values sent. This is allowed by the specification.
