Thanks for the other helpful suggestions.  You might also ask on the
xerces list since actually getting the DTD is the parser's
responsibility, not the transformer's.

Also: check exactly what you're putting for the DTD location.  Your
last stacktrace shows that it's looking for an absolute path to the DTD

file specified

since there's a leading '\' on there.  If you're in a server context,
this may well map to somewhere unexpected on the server, since either
the http server or the servlet engine or someone else may be
translating the path.
(Also, remember this should probably be a URI reference, not a local
file path.  URI's always use forward / slashes for separators, never backslashes)
