0.18 Inclusion Request: QPID-4134
This enhancement set:
1. installs the Swig .i files to /usr/include,
2. provides a Perl API on top of the Swig APIs, and
3. adds a new target to release.sh to create a Perl tarball

This one comes too late, so we'll have to get it in 0.20.
