For binary/source distributions in 0.12, I'll check/modify build.sbt to create the following files: 

- Binary: apache-predictionio-bin-0.12.0-incubating.tar.gz
  (Use default parameters: Scala 2.11.8, Spark 2.1.1, Hadoop 2.7.3, Elasticsearch 5.4.1)
- Source: apache-predictionio-0.12.0-incubating.tar.gz

Tasks are in this issue:

- Check/Modify build.sbt with sbt-native-packager
- Update Release Procedure doc: PMC.md
