ChangeSecret will rewrite everything under /accumulo/instancesecret for the new instance secret, including correcting the ACL for the users. Unfortunately because we changed where tracers were registered (but didn't change how they were ACLed) so ChangeSecret no longer hits the default tracer path znode (nor does it attempt to locate what the appropriate path is). This results in the new instance being unable to spin up tracers since they cannot register themselves in ZK because their path is not writable using the new instance secret.
