Add a minimal README
A bootstrap-stage stub: what the gateway is, that it is an Apache Spark
subproject, its current bootstrapping status, contribution process, and
license. Deliberately avoids linking to docs/crates/deploy paths that do not
exist yet; a full README follows when the implementation is imported.

+A stateless gRPC proxy that fronts a pool of [Apache Spark Connect][spark-connect]
