Down of a node with a physical node id (pnid) > 63 fails. Monitor failure is not recognized by remote monitor. The monitor uses a 64 bit mask array that each monitor passes around to other monitors which is its view of the cluster state. All monitors must agree on the state of all nodes, or something very bad is happening in the communication channel. The consensus logic is failing when a node with a physical node id > 63 transitions to a down state.
