Please provide a new mojo goal which can be used to set all dependency scopes to a particular setting. This would make it painless for users to create "skinny" WARs, among other things. The mojo should offer a configuration setting for what scope to move to; also it should provide a way to optionally not clobber existing defined scopes. Finally, a skip option would be pleasant.

To clarify, the mojo request is not to update already running project. It is more in the vein of the versions-maven-plugin which updates the POM in place to make life slightly easier on the developer.
