rbt usage

Hi Team,
Apache Review Board recommended using the RBTools instead the Web UI.I ran into this error when using the RBTools.

Do you know how to fix it ?
incubator-argus $ rbt setup-repoEnter the Review Board server URL: http://reviews.apache.org/r/new/ERROR: Unexpected API Error: HTTP 404
I tried with 'sudo', same error.
This did not blocked me from creating a review request butnot the recommended way.
Any pointers ?
