Read corresponding values

Hi all, 

             I want to read values from a particular column
corresponding to a particular value from another column. i.e refer the
below sample data.

For PBClient1 value I want to extract only [PBC1-contact1,
PBC1-contact2, PBC1-contact3] values from col2. are there any functions
or can any one provide a sample code for the same. Thanks.
