Subversion hosts their pre-ASF binaries somewhere in the old versions archive. (Not on the dist network) Our idea was doing the same thing for Serf.

Note that having an Apache ICLA was always a requirement for Serf committers.

I'll leave this part of the issue to [~gstein] who originally suggested this (like he did for Subversion).

Although these are talking about a dependencies package (not ALv2), while this issue is about fully ALv2 licensed code.
