This problem exists, as seen at http://tapestry.apache.org/5.4/apidocs/org/apache/tapestry5/corelib/components/DevTool.html, although only in component parameter javadocs, not the javadocs above the class declaration.
Also (probably the same issue), using HTML entities like < and > doesn't work in the component parameter javadocs.
