Hi Chris, 

This is, unfortunately, working as designed. 

PMC access to private mailing lists is conditioned upon being part of the LDAP group for a project private list. There is no LDAP group for podlings, only TLPs, and thus no access. Samza works for you because it's a TLP. 

I'd also point you to lists.apache.org, though the same design is in place there. Essentially - PPMC members aren't tracked in LDAP (and are completely a construct of the Incubator), so no way to figure out access there.
